*2-DAY JOINT ORIENTATION WORKSHOP FOR LEGISLATORS & EXECUTIVES OF PORT HARCOURT CITY LOCAL GOVERNMENT COUNCIL BEGINS*
_Capacity building workshop is aimed at enhancing productivity and good governance in the Local Government Area_
Mayor Of Port Harcourt City Local Government Area,Sir Allwell Ihunda JP has declared open a 2-Day Joint Orientation Workshop for Legislators and Executives of the council.
In his keynote address today thursday,while declaring the workshop open, Sir Allwell Ihunda expressed his confidence that the in-depth knowledge and understanding of the workings of the Legislative and the Executive Arms that the workshop will provide,will greatly assist his administration dispense productivity and good governance to the people of the Metropolis;hence he decided to structure the orientation workshop to be a joint session for better synergy,cordiality and respect of boundaries.
He further said he believes that the orientation workshop will serve not only the need of both the Executive and Legislative arms, but will answer unanswered questions in the minds of principal officials of the Council present.
Sir Allwell Ihunda said he made wide consultations and meticulously selected resource persons with diversity as well as in depth knowledge of the laws and workings of Local Governments to train the participants.
The Mayor said he included career officials of the Local Government to participate in the orientation workshop because they are in themselves repositories of knowledge of the council, in addition to being versed in public administration.
The Mayor said he is determined to successfully implement programmes and render good services to his people who entrusted him to use their mandate to change their narrative for the better.
Welcoming the participants, Secretary of the Council, Barr Chile-Kay Owuru thanked the Mayor for giving the Legislators and Executives this unique opportunity to be properly schooled in their responsibilities, he urged the participants not to take the opportunity for granted as the task of governance is not a joke.
Head of Personnel Management Mrs Chiorlu Azunuoka Helen Director Of Works Engr Solomon Addoh and the Council Treasurer Mrs Obiageli Amifor took turns to educate the newly sworn-in councillors and political appointees on the present workings of the Council.
The day 1 of the workshop centered on Rivers State Local Government Law; Tool for managing relationships with Authorities and State Institutions ~ by Dr. Anthony Egobueze (First Session); Responsibilities of a Local Government under the 1999 Constitution of the Federal Republic of Nigeria – (As Amended) ~ by Barr. B. B. Timothy (Second Session); The Roles of Staff and Elected Officials in Managing the Physical Assets of Port Harcourt City Local Government ~ by the Head of Personnel Management (HPM.) / Head of Local Government Administration (HLGA.), Director of Works and the Director of Finance (Third Session); and the Communication Channels in Effective Local Government Administration ~ by Arthur C. Kalagbor (Last Session).
